Master of Public Administration (MPA)

Programme Information

The Master of Public Administration (MPA) programme is designed to accomplish the following objectives:

1. To provide students with a solid foundation in public administration, such as in mainland China and also from a comparative and global perspective.
2. To illustrate the relation to law, ethics, and other aspects of public affairs.
3. To develop students' ability in the management of human resources, finance, sport, and public amenities.
4. To enable students to become reflective and critical administrators with the ability to assess and respond to the changing needs of society.

Programme Structure

• Units Requirement: 27 units
  • Required Courses: 15 units
  • Elective Courses: 12 units
• Study Curriculum: The study curriculum may change from time to time. Applicants may make reference to the programme website or the University Student Handbook for details of the list of courses.

Admission Requirements

Academic Qualification

Applicants should possess:

1. A bachelor's degree (in any discipline) from a recognised university or comparable institution; or
2. A qualification deemed to be equivalent. Remarks: Applicants with outstanding work experience and recommendation letter(s) from NGOs, public sectors, or government departments must achieve a minimum cGPA of 2.60 in their bachelor's degree for consideration of admission interview.

Language Proficiency Requirement

Proof of English proficiency is required for all applicants whose first degree is obtained from non-English medium institutions. These applicants must meet the following minimum requirements for English proficiency:

1. An overall band score of 6.5 in International English Language Testing System (IELTS); or
2. A TOEFL score of 79 (internet-based test); or
3. A score of 450 in College English Test band 6 (CET-6). Note: Test result provided should be within two years from the date of issuance of the Admission Offer letter. TOEFL iBT Home Edition or IELTS Indicator test is not accepted.

Tuition Fee and Funding Nature

• Tuition Fee: HK$208,560/programme
• Funding Nature: Self-financed
