Program Overview
The Diploma of Advanced Studies (DAS) in Public Administration is a comprehensive program designed to equip participants with the knowledge and skills necessary to manage public organizations effectively. The program is offered by the Institute of Higher Studies in Public Administration (IDHEAP) and is tailored to meet the needs of professionals working in the public sector.
Objectives
The program aims to:
- Understand public organizations as social systems
- Familiarize participants with the essential dimensions and instruments of public management
- Explore new managerial practices oriented towards change and innovation
- Decode the rational and actor-based logics underlying organizational functioning
- Illustrate an integrated approach to public management through case studies

- The organization as a problem: conceptualization and modeling of social systems
- The main theories of organizations and their impact on the strategic dimension of public organizations
- The structural dimension of public organizations and scientific management
- The cultural dimension of public organizations and the human relations movement
- Strategies and power phenomena: reappropriation and transformation of organizational goals from a sociological perspective
- Steering and performance of public organizations from a rationalist perspective
- Leadership, change management, and transformation of public organizations

Practical Information
Course Direction
The course is directed by Prof. David Giauque and Prof. Oliver Neumann.
Dates, Time, and Location
The program takes place over six Tuesdays from April 7 to May 12, 2026, from 9:15 a.m. to 4:30 p.m. at IDHEAP.
Next Edition
The next possible intake is the spring trimester of 2026.

Language of Instruction
The language of instruction is French.
Tuition Fees
The tuition fee for external participants is CHF 2,400.
Cancellation Policy
Any cancellation must be announced in writing. If a cancellation is announced:
- Between 21 and 10 days before the start of the course, 50% of the tuition fee is due.
- Less than 10 days before the start of the course, the full tuition fee is due.
Registration Deadline
The registration deadline is March 15, 2026.
