Public Sector Audit and Oversight

The Public Sector Audit and Oversight program is a Certificate of Advanced Studies (CAS) offered by the University of Lausanne's Faculty of Law, Criminal Justice, and Public Administration, in collaboration with the Swiss Federal Audit Office.


Thematic Focus

The program focuses on the surveillance and audit of the public sector, covering a wide range of topics, including financial control, performance evaluation, and organizational management. The goal is to promote transparency and accountability in public institutions and to contribute to good governance.


Objectives

The primary objectives of the program are:


  • To develop and disseminate best practices in audit and surveillance in the public sector
  • To facilitate exchanges between administrative and political levels of the federal system
  • To contribute to the good governance of public organizations

Target Audience

The program is designed for individuals who:


  • Are responsible for financial surveillance of public entities, programs, or projects
  • Need to interact with control authorities
  • Use services offered by these authorities
  • Support audit and surveillance processes in the public sector

Teaching Method

The program combines presentations, discussions, and practical exercises to promote active participation and knowledge acquisition. External experts share their experiences and insights.


Certification

The CAS can be obtained by cumulating three micro-certified seminars (SSC) over a period of three years. Each SSC is organized in collaboration with the Swiss Federal Audit Office and corresponds to 25 credits of continuing professional education.

Four SSC seminars are offered, covering topics such as:


  • Financial surveillance in the public sector
  • Performance evaluation and audit
  • Organizational management and audit
  • Digital transformation

Credits and Recognition

The CAS corresponds to 10 ECTS credits and is recognized by the European Credit Transfer and Accumulation System. It can be credited as an elective course in the Master of Public Administration (MPA) program, provided admission requirements are met.


Attestation and Micro-Certification

Participation in an SSC seminar leads to an attestation of continuing education, and a positive evaluation allows the seminar to be credited towards the CAS.
