Master 1 Management Public
The Master's in Management Public program is designed to train managers working in the public or parapublic sector, exercising pilotage and management functions. These future managers will be able to define, design, animate, or evaluate public actions or policies.

Target Audience
- In initial training: candidates who have validated a degree at the License level, mainly in management, economics, or law, or who have a degree equivalent to a License.
- In continuing education: public sector professionals wishing to acquire or consolidate managerial and managerial skills, professionals in career transition or job seekers.

Organization of the Training
- Alternance (in apprenticeship or professionalization contract) or mandatory internship of at least 2 months.
- The alternation for this first year of the Master's is only possible for students who will continue in one of the 5 Master's 2 management courses open in alternation.
Content of the Training
Semesters 1 and 2
- S'approprier l'environnement des organisations publiques et non marchandes: Conceptual and theoretical bases: French public institutions and major principles of public management, administrative law for the public manager, economic mechanisms and policies, societal issues and public policies: transversal approaches, European institutions and governance, public policies and systems: sectoral approaches, conferences and opening workshops.
- Manager des politiques publiques dans un contexte de transition sociétale: Societal issues and public policies: transversal approaches, design of public policies: innovation and co-creation, managing a territory, public policies and systems: sectoral approaches, piloting and evaluating a public policy.
- Manager dans les organisations publiques, non marchandes et d'intérêt collectif: Conceptual and theoretical bases: French public institutions and major principles of public management, organizational design and behavior, project management (tools and method), leadership and team management, piloting the performance of the public organization.
- Appliquer une méthode scientifique dans le cadre du management public et territorial: Design of public policies: innovation and co-creation, managing a territory, organizational design and behavior, research methods: processing and restitution of information, quantitative and qualitative methodologies.
- Préparer/réfléchir son activité professionnelle et son engagement sociétal dans un monde en mouvement: Research methods: processing and restitution of information, English, accompanying the student in the professional world.
Pursuit of Studies and Outcomes
- Pursuit of studies: At the end of the 1st year of the Master's, students continue in the 2nd year of the Master's in Management Public in one of the 8 other courses of this Master's (except MESS) offered at the IMPGT or in the different mentions of Masters in law-economics-management.

Admission Conditions
- Admission is subject to application on the Mon Master platform.
- Required and recommended French level: C1 - C2
- Candidates who have validated a degree at the License level, mainly in management, economics, or law, or who have a degree equivalent to a License.
- Applications from political science, social science, or other courses are also studied, provided that they prove a good academic level and justify a clear motivation for reorientation.
- A MOOC for leveling up is planned for students who do not come from specialized courses in management or in the public sector.
