Introduction to the Public Management Master's Program

The Public Management Master's program is designed to meet the growing demand for modern, scientific, and professional public management. The program aims to cultivate a new generation of public management professionals with a strong foundation in theory, knowledge, and methods.


Program Objectives

The program's primary objective is to foster high-caliber, application-oriented, and interdisciplinary public management professionals. These professionals should possess excellent political and moral qualities, a solid grasp of public management theories, and the ability to analyze and solve practical problems in public management.


Admission Criteria

The program offers two types of admission: full-time and part-time. Students are admitted through the national master's degree entrance examination. The admission requirements are as follows:


  • Applicants should have a bachelor's degree and at least three years of work experience.
  • The specific admission requirements are subject to the regulations of the educational administrative department.

Study Mode and Duration

Students can choose from two study modes: full-time or part-time. The study duration is between two to four years.


Credit Requirements and Course Settings

The program adopts a credit system, with a minimum of 36 credits required for graduation. The courses are divided into four modules:


  1. Core courses (at least 18 credits)
  2. Professional direction compulsory courses (at least 8 credits)
  3. Elective courses (at least 8 credits)
  4. Social practice (2 credits)

The core courses are mandatory for all students. The core course directory includes 12 courses, with a minimum of 2 credits for each course. The core courses are:

Faculty Team

The program requires a "双师型" (dual-teacher type) faculty team, consisting of full-time and part-time teachers. The full-time teachers should have a doctoral degree or an associate professor title, while the part-time teachers should have rich practical experience in government departments or public institutions.


Teaching Methods

The program adopts a multi-mode and interactive teaching approach, combining lectures, research, case analysis, experience, and simulation. The teaching methods aim to cultivate students' problem-solving and analytical skills.


Thesis Requirements

The thesis should reflect the characteristics of a professional degree, focusing on practical problems in public management. Students should conduct investigations, analyses, and discussions under the guidance of their supervisors. The thesis should be at least 20,000 words and include policy suggestions or management improvement measures.


Degree Awarding

Students who complete the required courses, social practice, and thesis defense will be awarded the Master's degree in Public Management.


Learning Environment

The program provides students with a learning environment and conditions equivalent to those of academic master's degree students, including hardware facilities, teaching investments, learning guarantees, and logistics services. The program also emphasizes the construction of case analysis and discussion facilities.
