Introduction to the "Xiangjiang Scholar Program"

The "Xiangjiang Scholar Program" is a joint initiative between the National Postdoctoral Management Committee Office and the Hong Kong Scholars Association. The program aims to cultivate doctoral researchers through collaborative efforts between mainland China and Hong Kong.

Program Overview

The program is designed to promote academic exchange and cooperation between mainland China and Hong Kong. It provides an opportunity for doctoral researchers to conduct research in Hong Kong, enhancing their academic and professional capabilities.

Selection Process

The selection process adheres to the principle of "expert review, merit-based selection." The specific procedures are as follows:

1. Establishment of a review committee comprising experts from the National Postdoctoral Management Committee
2. Initial review of application materials by the China Postdoctoral Science Foundation
3. Evaluation by the "Xiangjiang Scholar Program" expert review committee
4. Notification of shortlisted candidates to the Hong Kong Academic Exchange Center
5. Final evaluation by the Hong Kong side, with results reported to the China Postdoctoral Science Foundation

Personnel Management

Responsibilities of Parties Involved

• Program participants: Must report to Hong Kong within six months of receiving the final selection notice. Failure to do so will be considered automatic withdrawal.
• Domestic sending units: Responsible for handling doctoral research station entry and exit procedures for program participants, as well as managing their household registration and personnel files during their research period in Hong Kong.
• Hong Kong training units: Responsible for signing agreements with program participants, managing and evaluating them according to the agreement, and providing research funding and assistance with purchasing medical insurance.

Evaluation and Reporting

• Hong Kong training units must conduct annual evaluations of program participants, with results recorded in an evaluation form.
• Participants who fail the evaluation or cannot fulfill the agreement may have their program funding qualification revoked.

Funding and Support

Funding Structure

• Hong Kong side: Provides HK$300,000 per person for 24 months.
• Mainland China side: Provides RMB 300,000 per person for 24 months, allocated as follows:
  • RMB 200,000 for living expenses, housing subsidies, and medical insurance, paid by the domestic sending unit to the participant.
  • RMB 100,000 for research subsidies and travel expenses, disbursed according to the China Postdoctoral Science Foundation's regulations and the financial management rules of the sending unit.

Violation of Agreement and Penalty

Management Approach

• Program participants implement a "contract-based, breach-penalty" management approach.
• Participants must sign an agreement with both the domestic sending unit and the Hong Kong training unit before departing for Hong Kong and pay a deposit to the sending unit.
• Failure to return to the domestic sending unit within two months after completing research or failure to work in mainland China for two years is considered a breach of contract, and the participant must pay a penalty according to the agreement signed with the sending unit.

Outcome Management

Intellectual Property Rights

• The ownership, use, and transfer of intellectual property rights from research projects conducted in Hong Kong are governed by the agreement between the Hong Kong training unit and the program participant.
• When publishing papers or research outcomes related to the funded project, the Hong Kong training unit should be listed as the primary unit, and the support from the "Xiangjiang Scholar Program" must be acknowledged.

Consultation Mechanism

Annual Meetings

• The program management departments hold an annual joint meeting, alternately hosted by the mainland and Hong Kong sides.
• The meeting reviews the program's implementation, discusses and resolves issues, and forms meeting minutes that serve as supplementary agreements to the program.

Supplementary Provisions

Effective Date and Interpretation

• These provisions take effect on May 1, 2011.
• The China Postdoctoral Science Foundation and the Hong Kong Academic Exchange Center have the right to interpret these provisions.
