Program Overview
The Bilirkiilik Temel Eitimi (Expertise Basic Training) is a comprehensive program designed to provide participants with fundamental, theoretical, and practical knowledge in expertise activities.

Education Dates
The program is scheduled for two sets of dates in February 2026:
- February 2-5, 2026 (Monday to Thursday, 4 days, 24 hours of education from 09:00 to 16:00)
- February 9-12, 2026 (Monday to Thursday, 4 days, 24 hours of education from 09:00 to 16:00) Note: Both sessions are marked as "Kontenjan dolmutur," indicating that the quota is full.
Program Objective
The primary objective of this program is to equip participants with the basic, theoretical, and practical knowledge required for conducting expertise activities.
Participation Prerequisite
As per the "Bilirkiilik Y痓etmelii" (Expertise Regulation), participants must have 5 years of professional seniority to enroll in this program.
Program Fee
The fee for the Bilirkiilik Temel Eitimi is 5,000.00.
Education Content
The program spans 4 days, with the following content:
- Day 1 Theoretical Education
- Turkish Judicial System, Subjects of Judgment, Basic Rights and Principles Related to Judgment Law
- Basic Concepts of Evidence Law
- Definition, Qualifications, and Authorities of an Expert, and the Concept of Expert Examination
- Obligations and Ethical Principles of an Expert
- Supervision and Responsibility of an Expert
- Application for Expert Examination
- Day 2 Theoretical Education
- Assignment of an Expert
- Conducting an Expert Examination
- Presentation of an Expert's Opinion and Vote
- Submission and Evaluation of an Expert Report
- Days 3 and 4 Practical Education
- Introduction to UYAP Expert Information System and UYAP Expert Portal
- Practical Training 1
- Practical Training 2

- Duration: 24 hours (face-to-face, over 4 days)

Participation Requirement
To receive a participation certificate, attendees must participate in at least 23 hours of the program. Health reports or other obstacles do not exempt participants from this requirement.
Education Location
The program will be held at the Ege University Atat鯝k Culture Center Seminar Hall B, located at Mithatpaa Caddesi No:92/A, Kat:1, Konak, zmir.
Program Quota
The program has a minimum quota of 20 and a maximum quota of 24 participants. The program will only proceed if the minimum quota is met.
Certificate of Participation
Upon completing the program, participants will receive a "ETM KATILIM BELGES" (Education Participation Certificate). These certificates will be handed out within 15 working days after the program concludes and are issued in printed form with a signature, not digitally through e-government platforms.
Refund Policy
- Refund requests must be made at least two days before the program starts.
- Requests made after the program has begun will not be accepted.
- The responsibility for refund requests lies with the participant.
- To request a refund, participants must send their reason, IBAN number, and their name, surname, and program name to the specified address.
