James Madison University has partnered with The Pulse to offer the public a new Federal Government Contracting Certificate. This strategic, policy-informed approach to navigating the federal procurement landscape is grounded in the proprietary BD 360° methodology. The 8-week, live-online program is taught by seasoned government procurement professionals and combines expert insight with practical tools to help participants build core competencies in proposal development, capture management, government affairs, and more.

Ms. Lisa Shea Mundt
Ms. Mundt is the Co-Founder of The Pulse. She has 14 years of experience in federal proposal development, procurement trend analysis, and reporting. She has touched over 300 proposal efforts, totaling billions of dollars in wins for various government departments and agencies.
Amber Hart
Amber Hart is an executive with over 15 years of experience in federal business development and market strategy. As Co-Founder of The Pulse of GovCon, Ms. Hart contextualizes complex government data into insights that help stakeholders identify market opportunities while managing risks through strategic planning and informed decision-making.
About The Pulse
The Pulse is a women-owned, self-funded research and advisory firm that supports federal contractors with their BD 360° Solution, offering specialized expertise and strategic insights to navigate the federal contracting marketplace successfully.

- Course Schedule: Tuesdays, 6:30 p.m. - 8:30 p.m., ET, from May 12 to June 30, 2026
Registration Information
- Admission Requirements: There are no admission requirements for this program. The instructors simply ask that students show up ready to learn.
- Program Completion Requirements: To complete this program, students must miss no more than one session within 8 weeks. Participants must receive at least "meets expectations" on each of the four graded assignments.
- Registration Deadline: Registration closes 1 week prior to the class start date.
- Payment Methods: Credit card payments can be accepted through online registration. To pay by check, please complete the registration form and mail with payment. A $50 fee will be assessed for any check returned by the bank.
