This programme is designed to provide students with the knowledge and skills necessary to work as a skipper on a restricted limits vessel, including safely planning a passage, operating, and maintaining a vessel less than 24 metres in length within restricted limits. The qualification leads to a Maritime New Zealand (MNZ) certificate.
Objectives:
- To equip students with the skills and knowledge required to safely plan a passage, operate, and maintain a vessel less than 24 metres in length within restricted limits.
- To prepare students for the Skipper Restricted Limits certificate of competency issued by Maritime New Zealand (MNZ).

Programme Structure:
Students need to complete the following five courses (85 credits):
- Level 2723.221 STCW basic first aid (5 credits): Respond to a medical emergency on a vessel.
- Level 4943.452 Electronic navigational systems (20 credits): Use electronic navigation aids to assist in planning, conducting, and monitoring a passage, as well as monitoring navigation and collision avoidance.
- 943.453 Vessel machinery and systems (20 credits): Operate, monitor, and maintain the vessel's main propulsion machinery, auxiliary machinery, and supporting systems.
- 943.454 Safety and compliance (20 credits): Manage the operation of the vessel, maintain legal compliance, and respond to emergencies.

- Sea service
- MNZ medical fitness certificate
- Eyesight test (including for color vision)
- Fit and proper person check
- Final exam
- Ancillary certificates
- IELTS Test: The institute offers IELTS testing for international students, including both paper-based and computer-delivered options.
- Recognition of Prior Learning (RPL): Students can leverage their existing knowledge and experience through RPL to potentially gain credits and accelerate their qualification.

All persons wishing to qualify for a seafarer licence must also check the Maritime New Zealand prior certification and minimum service requirements for that licence.
