Introduction to the Ph.D. in Public Affairs Program

International Applicants
International applicants whose native language is not English are required to demonstrate English language proficiency through one of the following:
- 80 on the iBT TOEFL
- 6.5 overall on the International English Language Testing System (IELTS)

- 110 Duolingo English Test - Combined
- English Language Institute certification of satisfactory completion of all content areas with at least level six (6) proficiency

Doctoral Degree Requirements
To fulfill the Ph.D. degree in Public Affairs, admitted students must complete at least 63 credit hours beyond the Master's degree or its equivalent (75 total credits). The credit hours include 48 hours of approved course work (including comprehensive examination) and 15 hours of dissertation work after admission to candidacy.
Program of Study
The Ph.D. program in Public Affairs is a 63 credit hours program (beyond a master's degree). Of this, 48 hours are for coursework as follows: seven principal core courses (21 credit hours), two flexible core courses (6 credit hours), five specialization elective courses (15 credit hours), and a comprehensive examination (six credit hours). The remaining 15 credit hours are for Ph.D. dissertation work.

Specialization Courses (15 credits)
Students are required to take five courses in an area of specialization to be designed with the advisor. Specialization areas may include subfields within the realm of public affairs or may involve cognate disciplines.
Comprehensive Examination
Subsequent to completion of course work, students are required to pass a three-part comprehensive examination. The first component is a one-day long written examination testing for knowledge of the Ph.D. core and related materials. The second component is a research proposal that will form the basis of the student's dissertation work. The third component is the face-to-face oral examination with the faculty committee.
Dissertation
Upon successful completion of the comprehensive examination, a student should select their Ph.D. Dissertation Committee with the help of their Ph.D. Dissertation Committee Chair. The student should then finalize their dissertation proposal in consultation with the Committee. Students are expected to defend their dissertation prospectus before the end of the first semester subsequent to passing the Comprehensive Examination.
Cost of Attendance
The cost of attending the Ph.D. program at FIU depends on whether you are a Florida resident or not. Florida residents have to pay lower tuition costs as compared to non-Florida residents. The Graduate Tuition and Fees for the Academic Year are as follows: the tuition per credit hour is $455.64 for Florida residents, and $1,001.69 for non-Florida residents.

From Turkey studying in Florida It is one of the largest university campuses I have ever been to as I struggled to find the places that I needed to be multiple times. Food choices are great, library is phenomenal, and water fountains are very pleasing to sit by. SASC Building has very interesting architecture.
Studying in Florida I went here for my undergrad back several years ago and came back for my graduates. This university is a blast of culture and learning. Most of the professors are amazing, there's clubs for everything, classes that range from odd to amazing and everything in between. They keep adding to MMC making new buildings, bringing in new vendors, and creating new art.
It's an awesome campus. Everyone is nice and helpful. It's not loud. The students are very chill. There are students of all ages and backgrounds, from the 20s to 30s to the 40s to the 50s...you get the jist. Anyway, there are many international students as well. I like that everything is there for the students. All kinds of activities, restaurants and more importantly help. There is help for anything and everything they need. They have free private counseling for anyone that needs it. They make sure that each student takes a mandatory training session on identifying someone in need or danger. They are big on safety for sure. It's a good place. It's expensive but think about all they offer. My fave part, the have some of the best professors. I'm in Creative Writing and many of my professors are Published Authors!
