Participatory Planning and Design Program
The Participatory Planning and Design program is designed to introduce concepts and practices in participatory planning and design at various scales, from masterplan to micro-placemaking scale. This program is part of the Professional Development in Placemaking and aims to equip participants with the knowledge and skills necessary for effective public participation and community engagement.
Course Objectives
At the end of the course, participants will:
- Understand the theory and practice of participatory planning and design
- Understand the importance of participatory planning and design in community building
- Learn methods often used in participatory planning and design, and learn tips and lessons from case studies that can help them in their community engagement work
Who Should Attend
This program is suitable for placemaking agents, place management professionals, and urban planners/developers/consultants in both public agencies and private corporations.
Pre-Requisites
A degree or Advance Diploma in any discipline is required for participation in this program.
Mode of Training
The program consists of a total of 35 contact hours on-campus, including lectures, discussions, hands-on practice of methods, group work on applying to scenarios, peer learning, site visits, and case study sharing from key local and international speakers.
Continuing Professional Development (CPD) Points
Upon successful course completion, participants are eligible for CPD points from the following:
- Board of Architects (BOA) – Singapore Institute of Architects (SIA) CPD Programme: 3 points
- Professional Engineers Board (PEB) CPD programme: 35 points
- Singapore Institute of Landscape Architects (SILA) Accreditation Programme: 20 points
- Singapore Institute of Planners (SIP) CPD programme: 15 points

Fees and Funding
The program fees are as follows:
- International Participant: S$5,722.50 (including GST)
- Singapore Citizens (39 years old or younger) or Singapore PRs: S$1,716.75 (including GST)
- Singapore Citizens (40 years or older): S$666.75 (including GST)
- Enhanced Training Support for SMEs: S$666.75 (including GST)
Funding Schemes
The program is eligible for various funding schemes, including:
- SSG Funding: up to 90% of the program fee
- Mid-Career Enhanced Subsidy (MCES): up to 90% of the program fee for Singaporeans aged 40 and above
- Enhanced Training Support for SMEs (ETSS): up to 90% of the program fee for SME-sponsored employees
- SkillsFuture Credit: up to S$500 for self-sponsored Singaporeans aged 25 and above
- Absentee Payroll Funding: up to 95% of hourly basis salary, capped at S$13 per hour for trainees under the Workfare Skills Support scheme
Faculty
The program is led by Associate Professor Tan Beng Kiang, an educator and registered architect in Singapore with rich practice experience in both the public and private sectors. She is joined by Larry Yeung, a designer and community organizer who is a strong advocate for participatory and community-centric design in Singapore.
