PhD Admission Requirements

How to Apply

To apply, students must follow the general regulations of the School of Graduate Studies at the University of Toronto.


Degree Requirements

  • Applicants require a master’s degree in Industrial Relations, Human Resources, Economics, Sociology, Public Policy, Political Science, Management, or a related field of study.
  • In exceptional circumstances, students with a Hon. B.A. Degree in Industrial Relations may apply if they have outstanding academic achievement and demonstrated quantitative skills and research ability.

Academic Achievement

The minimum academic standing required is B+ (77%) or 3.3 (4.0 grade scale) overall in the previous Master’s program.


Recommended Courses

The admissions committee considers academic performance in recommended courses, including:


  • Statistics
  • Research Methods
  • Other courses relevant to the applicant’s area of interest.

GRE or GMAT Tests

GRE or GMAT test scores are required for all PhD applicants. Results more than five years old are not considered, and there is no minimum score requirement. However, the relative strength of a test result is evaluated within the context of the entire application.


English Language Proficiency

Applicants whose primary language is not English and who graduated from a university where the language of instruction and examination was not English must write the Test of English as a Foreign Language (TOEFL) or the International English Language Testing System (IELTS). The minimum acceptable scores are:


  • Paper-based TOEFL exam: 600 and 5 on the Test of Written English (TWE)
  • Internet-based TOEFL exam: 100/120 and 22/30 on the writing and speaking sections
  • IELTS exam: overall score of 7.0 (Academic), with at least 6.5 for each component
