Procurement Certification Program (PCP Level 1: Fundamentals)
The Procurement Certification Program (PCP Level 1: Fundamentals) is designed for individuals who buy goods and services on behalf of the government. This Queensland Government purchasing (level 1) course addresses the fundamental principles of procurement in the Queensland Public Sector.
Program Overview
The program is delivered in partnership with AcademyGlobal, a leading provider of corporate and government training. It consists of 4 x 45-minute modules, which can be completed within 60 days.
Learning Outcomes
Upon completion, participants will be able to:
- understand procurement in a public sector context and apply principles of the Queensland Procurement Policy and government objectives in their role
- identify legal, administrative, and governance frameworks that apply to procurement in the Queensland public sector
- prevent corruption in procurement
- undertake simple low-value, low-risk procurement on behalf of their agency with increased confidence and less risk
Program Structure

- What is procurement?
- Legal, administrative, and governance frameworks
- Preventing corruption in procurement
- Undertaking routine procurement
Assessment
The program includes a series of questions to assess participants' knowledge.
Entry Requirements
There are no academic entry requirements for this course. However, participants must have access to a computer with a Windows operating system, up-to-date versions of Microsoft Office and Adobe Acrobat Reader, and a reliable internet connection.
Fees
The program fees are as follows:
- Queensland State Government employees: $90
- Full fee: $150

Participants will have access to the 2026 UQ Skills Student Handbook (PDF, 1.4 MB), which includes student support and guidance on fees, withdrawal, and other policy information.
Third-Party Arrangement
UQ Skills has a third-party arrangement with AcademyGlobal to deliver this program. In this arrangement, UQ Skills is the Principal RTO, responsible for the quality of the training and assessment, and the issuance of the Australian Qualifications Framework certification documentation.
