Introduction to the Joint Legal Education Program

The Joint Legal Education Program is a collaborative effort between the Peter A. Allard School of Law at the University of British Columbia and the Faculty of Law of the University of Hong Kong (HKU Law). This program allows students to pursue professional qualifications required to practice law in both Hong Kong and Canada.

Program Structure

• The program is designed for students to complete the first two years of their J.D. degree at Allard Law.
• After successful completion of the first two years, students will attend HKU Law for one year.
• Upon completion of the year at HKU Law, Allard Law will award students their J.D. degree.
• Students will then spend a second year at HKU enrolled in the Postgraduate Certificate in Laws (PCLL) program, subject to application for admission.

Specifics for Allard Law Students

Year One

1. Students attend Allard Law on a full-time basis and must successfully complete the mandatory first-year J.D. program.

Year Two

1. Students must take at least 30 credits at Allard Law in their second year of J.D. studies.
2. Students must complete all their J.D. course requirements for graduation from Allard Law by the end of their second year, with the exception of their 3-credit seminar requirement.
3. Students apply to HKU for admission to the program by the end of January of their second year.

Year Three

1. Students attend HKU Law and take the courses required for entry to the PCLL course.
2. Students complete a total of 60 credits at HKU, calculated by reference to their credit system.
3. On successful completion of year 3 in the program, students will be granted their J.D. by Allard Law.
4. Students apply for admission to the PCLL course by April 30th of this year.

Year Four

1. Subject to successful application for admission, students attend the PCLL course on a full-time basis.
2. The course runs from September to the following June each year.
3. On completion of this one-year program, students are eligible to pursue qualification in Hong Kong as a barrister or solicitor.

Eligibility and Application Process

1. Successful completion of first-year and first-term second-year J.D. studies at Allard Law with a cumulative average of at least 74% is required to apply for admission to the program.
2. Students must take at least 30 total credits in their second year at Allard Law.
3. Up to 5 Allard Law J.D. students a year will be accepted by HKU into the program.
4. The application should include:

• Application for Admission form
• Letter of Permission from Allard Law
• A personal statement of no more than 750 words
• Official academic transcripts from each post-secondary institution attended
• Two Academic references

Tuition Fees

• The non-local student fees per annum are HK$198,000 Composition fees and HK$350 Caution money, payable in a single payment in advance when accepting an offer of admission.
• The composition fee for the PCLL course is HK$220,000 for self-financed places for the academic year.
• There are also government-funded places in the PCLL program that would reduce the fees if the student is a local student, awarded on academic merit.
