Program Overview
The Masters of Public Administration Human Resources (MPA) program is designed to advance leadership in public administration with a focus on human resources. This program provides global insights and hands-on learning through expert guidance and international study visits, addressing management challenges across diverse public sector environments.
Course Structure
The MPA program runs over 12 months in full-time mode, with the option to undertake the program on a part-time basis over 24 months for Home students. The program is divided into three terms: First Term, Second Term, and Summer Term.
First Term
In the First Term, students study three foundational 20-credit modules:
- Human Resource and Development policy and strategies analysis
- Human Resource Management theories, strategies, and ethics
- Applied research in public policy and management, emphasizing evidence-based decision-making and ethical research practices.
Module Information
The program is composed of five 20-credit core modules, completed by three 20-credit elective modules from the International Development Department, as well as a 60-credit dissertation project. The modules listed are an indication only and may be subject to change.

Entry Requirements
To gain a place at Birmingham, students will need to meet the general entry requirements, as well as those specific to the course. The application will be reviewed by the course’s Admissions Tutor.
English Language Requirements
International students will need to demonstrate a suitable level of English proficiency, usually through the form of an IELTS or equivalent qualification or a Presessional English course. For this course, IELTS 6.5 with no less than 6.0 in any band is required.
Fees and Scholarships
- Full-time: £13,500
- Part-time: £6,750 The University offers a range of scholarships, including the Birmingham Masters Scholarships, which award £3,000 to more than 300 students each year.

The application deadline for UK and non-visa requiring applicants is 28 August 2026. Applications should be submitted online, and students are encouraged to apply early.
