The SUNY Plattsburgh program offers significant reductions in out-of-state costs for U.S. citizens living outside of New York state. This program includes two grants: the Welcome to New York Grant and the Cardinal Out-of-State Grant.


Program Details

  • The Welcome to New York Grant provides $9,000 per year, deducted from room and meal costs, which translates to $4,500 per semester.
  • The Cardinal Out-of-State Grant offers $2,500 per year, deducted from non-tuition educational costs.
  • These discounts can last for up to eight semesters of consecutive study.

Eligibility Criteria

To be eligible for these grants, applicants must:


  • Be a resident of any U.S. state other than New York.
  • Be accepted for admission to the SUNY Plattsburgh main campus.
  • Be a U.S. citizen, U.S. permanent resident, or other eligible non-citizen who pays the non-resident tuition rate.
  • Pay a $250 deposit before beginning their first year, which will be applied to other billed costs.

Applicant Eligibility

  • Undergraduate first-year, transfer, and readmit applicants are eligible for these grants.
  • Applicants must attend full-time, beginning in August 2025 or January 2026, and take 12 or more credits.
  • They must pay the non-resident tuition rate.

Grant Specifics

Continuation of Grants
