Program Overview

The Diploma de Experto en Asuntos públicos, Relaciones Institucionales y Lobby is a professional program developed in collaboration with the Asociación de Profesionales de las Relaciones Institucionales (APRI). The program aims to provide students with the necessary skills and knowledge to effectively manage public affairs, institutional relations, and lobbying.


Objectives

The program has the following objectives:


  • Professionalization: To equip students with the skills and knowledge necessary to work effectively in the field of public affairs, institutional relations, and lobbying.
  • Updating and adaptation: To keep students informed about the latest developments and trends in the field, ensuring they are prepared to address current and future challenges.
  • Ethics and transparency: To promote ethical and transparent practices in the exercise of lobbying and institutional relations.
  • Development of skills: To develop the skills necessary to establish and maintain effective relationships with key actors in the public sphere.
  • Networking and collaboration: To facilitate opportunities for students to establish networks and collaborations with other professionals in the sector.
  • Certification and recognition: To provide a recognized certification that validates the skills and competencies acquired in the program.

Program Structure

The program consists of 23 ECTS credits and is offered in a face-to-face modality. The duration of the program is from September 2025 to June 2026, with classes held on Fridays (afternoons) at the Facultad de Derecho, UAM.


Curriculum

The program includes the following modules:


  • Módulo 1: Las relaciones públicas, los asuntos públicos y el lobby: claves de la colaboración público-privada
    • Los asuntos públicos. Origen y contexto de la actividad del lobby (4 ECTS)
    • Administración versus administrado: el marco de la actuación del lobista (3 ECTS)
  • Módulo 2: Metodología del lobby
    • Herramientas para una gestión eficaz del lobby: el lobby directo (5 ECTS)
    • Herramientas para una gestión eficaz del lobby: el lobby indirecto (3 ECTS)
  • Módulo 3: Las relaciones institucionales, los asuntos públicos y el lobby por sectores
    • La especialidad de las relaciones institucionales, los asuntos públicos y el lobby por sectores (3 ECTS)
    • Trabajo fin de título (5 ECTS)

Competencies

The program aims to develop the following competencies:


  • Competencias básicas:
    • Demostrar la capacidad de pronunciarse con una argumentación convincente sobre una cuestión teórica de complejidad media relativa al ámbito de los asuntos públicos.
    • Demostrar la capacidad de resolver casos prácticos.
    • Exponer oralmente en público de forma ordenada y comprensible argumentaciones.
  • Competencias específicas:
    • Comprender los conceptos clave en la gestión de las relaciones institucionales, los asuntos públicos y el lobby en Espańa y la Unión Europea.
    • Conocer las diferencias/similitudes entre el trabajo de asuntos públicos en una agencia y el trabajo en una empresa como representante de un grupo de interés.

Admission Requirements

To access the program, students must have a university degree (Grado, Licenciatura, Ingeniería Superior or Técnica, Arquitectura Superior or Técnica, Diplomatura or equivalent). The program prefers students with a background in Ciencias Sociales y Jurídicas.


Tuition Fees and Scholarships

The total price of the program is 2,500. There are 10% scholarships available for students, with a payment plan option:


  • 1st installment: 30% (750) until September 10
  • 2nd installment: 30% (750) until November 10
  • 3rd installment: 40% (1,000) until January 10

Collaborating Entities

The program collaborates with the Asociación de Profesionales de Relaciones Institucionales (APRI), which aims to promote the professionalization and regulation of public affairs, institutional relations, and lobbying in Spain. APRI has implemented a code of conduct for its members and is a founding member of the Plataforma Europea de Asuntos Públicos (Public Affairs Community of Europe - PACE).
