Máster de Formación Permanente en Contratación Pública Local

Presentación

The Master in Contratacion Publica Local is a Titulo Propio of the Universidad Autonoma de Madrid that accredits a complete, theoretical, and practical training in public contracting in the local public sector. The Master has a semi-presential character to facilitate its realization at a distance.

Objetivos

The Master in Contratacion Publica Local pursues two fundamental objectives:

• To transmit a complete knowledge of the sources of public contracting at the European and national level, as well as the regime of public contracting that local entities and their attached entities must submit to.
• To promote the acquisition of theoretical knowledge and practical skills necessary to face complex legal problems in all phases of public contracting in the local sphere.

Plan de estudios

The plan of studies consists of 60 ECTS, distributed among the following subjects:

• El sistema de fuentes en la contratacion publica local (3 ECTS)
• El ambito subjetivo y objetivo de aplicacion de la LCSP (3 ECTS)
• Las partes y el objeto del contrato. El precio del contrato (I) (3 ECTS)
• Las partes y el objeto del contrato. El precio del contrato (II) (3 ECTS)
• La preparacion y la adjudicacion del contrato (I) (3 ECTS)
• La preparacion y la adjudicacion del contrato (II) (3 ECTS)
• La tutela de los licitadores y del adjudicatario (3 ECTS)
• El regimen economico-financiero de la contratacion (3 ECTS)
• Efectos y cumplimiento del contrato (3 ECTS)
• La modificacion y la resolucion del contrato (3 ECTS)
• Taller de contratacion publica local - practica general avanzada (I) (9 ECTS)
• Taller de contratacion publica local - practica general avanzada (II) (9 ECTS)
• Trabajo Fin de Master (12 ECTS)

Competencias

Competencias básicas

• Capacity to resolve complex legal problems in public contracting in the local sphere.
• Capacity to elaborate legal reports on problems related to public contracting.
• Capacity for analysis of the adjustment to the applicable normative of the contracting activity of a local entity.
• Capacity for collaborative work in a team.
• Acquisition and/or consolidation of learning skills that allow the student to continue studying the regulation of public contracting in the local sphere.

Competencias específicas

• Acquisition of complete knowledge of the essential principles that govern the awarding of public contracts at the European and national level.
• Capacity to identify, interpret, and apply correctly the legal texts that determine the legal regime of public contracting in the local sphere.
• Capacity for critical analysis of national norms on public contracting in light of European norms.
• Systematic understanding of the contractual process and its regulatory norms.
• Capacity to establish connections between national regulation on public contracting and general applicable norms of Administrative Law and Civil Law.

Admisión y matrícula

Requisitos de acceso

• To access the Master's program, it is necessary to have an official university degree in Law, or any other bachelor's or master's degree, provided that the applicant can accredit experience in the field of public contracting.
• Foreign university degrees that are equivalent to the corresponding Spanish official university degrees and that enable access to postgraduate studies in the country of origin.

• Documentation to prove the need for a scholarship (e.g., IRPF, family book, disability certificate).

• Academic record: 40%.
• Professional experience: 40%.
• Personal interview: 20%.

• Price: 4,000 €.
• Becas: 1 full scholarship or 2 partial scholarships.
• Payment terms: Payment can be made in two installments (60% and 40%).
