Introduction
The Instituto Superior de Cięncias Sociais e Políticas (ISCSP) offers a Ph.D. program in Public Administration, providing a stimulating environment for students to develop their research and critical analysis skills. With a strong focus on internationalization, the program attracts a significant number of foreign students and features guest lecturers and researchers from around the world.
Objectives
The program aims to:
- Stimulate learning and scientific research in an open, cosmopolitan, and focused environment, promoting autonomy in decision-making and intervention in institutions
- Consolidate scientific knowledge in Public Administration and Public Policies
- Provide advanced training of excellence, oriented towards the acquisition of knowledge that enhances effectiveness and efficiency in public action
- Develop research in Public Administration and Public Policies, through the integration of students in research projects, particularly in the Centro de Administraçăo e Políticas Públicas (CAPP)
- Encourage publication and participation in national and international events
- Build upon the ISCSP's undergraduate and graduate programs in Public Administration
Research Areas
The program focuses on two main areas:
- Especializaçăo em Administraçăo e Políticas Públicas (Specialization in Public Administration and Public Policies)
- Especializaçăo em Administraçăo da Saúde (Specialization in Health Administration)
Regime of Functioning
The program operates on a part-time schedule:
- Fridays: 18h00 to 22h00
- Saturdays: 9h00 to 13h00
Tuition Fees
The tuition fees for the program are:
- 1st year: 3500
- 2nd year: 1500
- 3rd year: 1500

Additional Information
The Centro de Administraçăo e Políticas Públicas (CAPP) is a research center recognized and funded by the Fundaçăo para a Cięncia e Tecnologia (FCT), which brings together a wide range of national and international researchers, specialists in public administration and health administration. The CAPP has published a diverse range of publications and has established partnerships with other research institutions. The program has also established partnerships with external organizations, such as the Brazilian pharmaceutical company EMS, which funds the Programa de Bolsas de Doutoramento EMS Emiliano e Ana Sanchez.
