Program Overview


Introduction to the Diplomatic Class Program

The Diplomatic Class program, offered by the Université Senghor, is a certified training program designed for young diplomats and professionals in the field of international relations. The program aims to provide participants with essential knowledge on Francophonie, its history, and its geopolitical, economic, and cultural challenges.


Program Objectives

The program has several objectives, including:


  • Providing participants with knowledge on Francophonie and its institutional aspects
  • Updating and deepening participants' knowledge on international relations, globalization, and global challenges
  • Acquiring practical skills in international negotiations and crisis management

Target Audience

The program is designed for:


  • Young diplomats in post
  • Agents of foreign affairs ministries
  • Functionaries accredited to international and regional organizations
  • Responsible for international relations in territorial authorities
  • Responsible for governmental and non-governmental organizations with an international character
  • Young parliamentarians from member sections of the Assemblée Parlementaire de la Francophonie (APF)

Program Structure

The program consists of three main modules, which alternate between teaching phases, situational exercises, and peripheral activities. The program features the expertise of the Université Senghor, international experts, and program managers from the Organisation internationale de la Francophonie.


Certification

Participants who complete all modules will receive a certificate of competence with 6 ECTS credits from the Université Senghor.


Eligibility Criteria

To be eligible for the program, candidates must:


  • Have the nationality of a member country of the Organisation internationale de la Francophonie
  • Be a functionary in the field of diplomacy or international relations with 3 to 5 years of professional experience
  • Hold a bachelor's degree or equivalent
  • Be no older than 40 years old as of June 1, 2026
  • For candidates from countries where French is not an official language, a minimum B2 level (DALF certificate) in French is required, or they must have successfully completed a university education in French

Financial Support

Selected candidates will receive:


  • Accommodation on the new campus of New Borg El Arab
  • Breakfast and lunch at the university restaurant
  • Internal transportation organized for the training

Program Fees

The program fees are as follows:


  • A preferential rate of 250 will be granted to candidates who make their payment before May 5, 2026
  • After this date and until June 7, 2026, the registration fee will be 300

Application Procedure

Candidates must submit their application online, including:


  • A curriculum vitae
  • A copy of their highest diploma
  • A letter of motivation
  • A letter of recommendation from their hierarchy, addressed to the Rector of the Université Senghor
  • A copy of a B2 (DALF) certificate or a diploma from a university education completed in French, for candidates from countries where French is not an official language

Calendar

The program will take place from June 21 to July 11, 2026, at the new headquarters of the Université Senghor in New El Arab, Alexandria, Egypt. The application deadline is March 12, 2026.
