Program Overview
Introduction to the University Program
The Université Senghor proposes a university program in partnership with the Université Internationale de la Mer (UIM) at Cagnes-sur-Mer (France) and the Centre National de Formation des Techniciens de la Pêche et de l'Aquaculture (CNFTPA) at Dakar (Sénégal).
Presentation
The marine and maritime activities - ports, shipbuilding, fishing and aquaculture, maritime transport, gas and oil, renewable marine energies, coastal tourism, etc. - have a strong potential for employment and growth. However, the conditions for exploiting this "blue economy" must take into account the ecological and biological parameters of long-term sustainability, which are becoming increasingly important with climate change. Moreover, the sea being a fundamentally open environment, it is governed by international law rules that frame the exploitation of its resources and circulation on the oceans. Finally, the development of marine and maritime potential depends heavily on local contexts, comparative advantages, and socio-cultural data. Thus, good management of marine and coastal areas requires a solid foundation of knowledge from multiple disciplines, complementing each other in an integrated and holistic approach.
Objectives of the Program
The objectives of the program are to:
- Make known to the executives and managers of the blue economy in Senegal and in the sub-region, the issues, constraints, jobs, and growth and development prospects of the different sectors of this field (maritime governance and law, fishing, aquaculture, transport, port management, shipbuilding, security, oil and gas, renewable energies, tourism, etc.).
- Provide these actors with project management skills (design, management, and evaluation of projects, team management...) applied to the different sectors of the blue economy, with a perspective of sustainable development and integrating a prospective approach.
Target Audience
The program is aimed at:
- Executives and managers of companies and institutions in the different sectors of the blue economy (governance and maritime law, fishing, aquaculture, transport, port management, shipbuilding, security, oil and gas, renewable energies, tourism, etc.).
- Officials in public institutions (ministries, national agencies...).
- Local authorities in charge of these areas.
- Managers of associations, non-governmental organizations.
- Consultants.
Admission Requirements
To be admitted to the program, candidates must:
- Justify their responsibilities within a company or institution in the field or their professional project in line with the purpose of the training.
- Justify their level of education and/or professional experience.
Program Structure
The program takes place over a period of 12 weeks, including 11 weeks of distance learning and one week of face-to-face seminar in Dakar. A total of 12 credits must be validated to obtain the University Diploma issued by the Université Senghor, co-signed by the Rector of the Université Senghor, the Director of the Centre National de Formation des Techniciens de la Pêche et de l'Aquaculture, and the President of the Université Internationale de la Mer.
Teaching Methods and Materials
The training is delivered remotely for 12 weeks, including 11 weeks of distance learning and one week of face-to-face seminar. The course is delivered through the Université Senghor's digital work environment platform (ENT), which connects learners and teachers throughout the training period.
Tuition Fees
The registration fees amount to 550,000 CFA and are to be paid to the Centre National de Formation des Techniciens de la Pêche et de l'Aquaculture (CNFTPA) in Dakar (Sénégal).
Application Procedure
Candidates must apply online through the Université Senghor's website and submit their application dossier, which includes:
- Curriculum Vitae (CV).
- Summary of the professional project.
- Letter of motivation.
- Certificate of employment.
- Copy of the highest diploma obtained.
Selection Calendar and Modalities
The selection of candidates is done on a first-come, first-served basis, and the program is closed once the maximum number of participants is reached (35). The provisional launch date of the training is the second semester of 2023.
