Program Overview


Introduction to the University Program

The Université Senghor proposes a university diploma program in partnership with the Institut National des Sciences Comptables et de l'Administration d'Entreprises (INSCAE) and the Université Internationale de la Mer. This program focuses on understanding and managing the sustainable blue economy.


Presentation of the Program

The program, titled "Comprendre et savoir gérer l'économie bleue durable" (Understanding and Managing the Sustainable Blue Economy), aims to provide knowledge, methods, and tools for modern project management applied to the sustainable blue economy in the Malagasy context. It addresses professionals in activity and is delivered over a distance of 15 weeks, including a one-week seminar in person.


Objectives of the Program

The objectives of the program are:


  • To introduce cadres and responsible individuals in the sustainable blue economy sector in Madagascar to the challenges, constraints, professions, and growth perspectives of different sectors within this domain.
  • To provide these actors with skills in project management and prospective analysis.
  • To facilitate meetings and exchanges with actors and operators during site visits.

Target Audience

The program targets:


  • Cadres and actors in the public sector, ministries, institutions, and public enterprises in various sectors of the sustainable blue economy.
  • Responsible individuals within public institutions, national agencies, port and maritime agencies, etc.
  • Local authority representatives in charge of these domains.
  • Managers of marine parks, associations, non-governmental organizations, etc.
  • Consultants.

Admission Requirements

To be admitted to the program, candidates must:


  • Justify their responsibilities within an enterprise or institution in the domain or their professional project in line with the object of the formation.
  • Provide their level of formation and/or professional experience.
  • Selection is based on the candidate's CV and professional dossier.

Duration of the Program

The program lasts 15 weeks, including 12 weeks of distance learning and 2.5 weeks of in-person seminars.


Pedagogical Methods

The course is delivered through the Université Senghor's digital work environment platform, which connects auditors and teachers throughout the program. A total of 13 credits must be validated to obtain the University Diploma.


Program Structure

The program includes several units of teaching (UE), each with specific modules and credits:


  • UE 1: Management of projects and prospective (1 credit)
  • UE 2: Global and local: thalassocracy, maritimization, littoralization, and "oceanocracy" (1 credit)
  • UE 3: Transversal challenges, current and future (1 credit)
  • UE 4: Governance and regulation of marine spaces (2 credits)
  • UE 5: Technical aspects and uses (4 credits)
  • UE 6: Visits and conferences (1 credit)
  • UE 7: Capacity building (3 credits)

Location of Teaching

Given the professional public targeted, the teachings will be largely dispensed in distance learning, with the possibility of face-to-face regrouping at the INSCAE if needed. The pilotage is assured by the INSCAE, located in Antananarivo.


Formation Fees

The formation fees are to be paid to the INSCAE and amount to 7,000,000 MGA (1,425 €). The inscription is only definitive after the payment of this sum to the INSCAE, upon receipt of the pre-admission notice.


Deposit of Candidatures

Candidates must register on the online application platform, open on the Université Senghor website, and deposit their application dossier, which they must fill out and complete on the internet with the following documents:


  • Curriculum Vitae (CV)
  • Summary of the professional project
  • Letter of motivation
  • Certificate of work
  • Copy of the highest diploma obtained

Calendar

The selection of dossiers of candidatures is done as they are received, and the inscriptions will be closed as soon as the number of confirmed inscriptions is reached (minimum 33, with a maximum of 39). The launch of the formation is provisionally planned for October 17, 2023.
