Program Overview

Introduction to the Program

The University Senghor offers a course in partnership with the National Center for Training Technicians in Fishing and Aquaculture (CNFTPA) in Dakar, Senegal, and the International University of the Sea (UIM) in Cagnes-sur-Mer, France.

Presentation

The marine and maritime activities - ports, shipbuilding, fishing and aquaculture, maritime transport, gas and oil, renewable marine energies, coastal tourism, etc. - have strong job and growth potential. However, the exploitation conditions of this "blue economy" must take into account the ecological and biological parameters of long-term sustainability, which are becoming increasingly important with climate change. Moreover, the sea being a fundamentally open environment, it is governed by international law rules that frame the exploitation of its resources and circulation on the oceans. Finally, the development of marine and maritime potential depends strongly on local contexts, comparative advantages, and socio-cultural data. Thus, good management of marine and coastal areas requires a solid foundation of knowledge from multiple disciplines, complementing each other in an integrated and holistic approach.

Objectives of the Program

• To introduce managers and officials of the blue economy in Senegal and the sub-region to the challenges, constraints, jobs, and growth and development prospects of the different sectors of this field (maritime governance and law, fishing, aquaculture, transport, port management, shipbuilding, security, oil and gas, renewable energies, tourism, etc.).
• To provide these actors with project management skills (design, management, and evaluation of projects, team management...) applied to the different sectors of the blue economy, with a perspective of sustainable development and integrating a prospective approach.

Target Audience

• Managers and officials from various sectors of the blue economy (maritime governance and law, fishing, aquaculture, transport, port management, shipbuilding, security, oil and gas, renewable energies, tourism, etc.).
• Officials within public institutions (ministries, national agencies...).
• Officials of local authorities in charge of these areas.
• Officials of associations, non-governmental organizations.
• Consultants.

Admission Requirements

To be admitted to the program, candidates must justify:

• Their responsibilities within a company or institution in the field or their professional project in line with the object of the training.
• Their level of education and/or professional experience.

Pedagogical Methods

The training is delivered remotely for 12 weeks, including 11 weeks of distance learning and one week of face-to-face seminar. A total of 12 credits must be validated to obtain the University Diploma issued by the University Senghor and the CNFTPA, co-signed by the Minister of Fisheries and Maritime Economy of Senegal, the Rector of the University Senghor, and the President of the International University of the Sea.

Program

The program of the seminar will follow the expected pattern sanctioned by 12 credits. A University Diploma issued by the University Senghor and the CNFTPA, co-signed by the Minister of Fisheries and Maritime Economy of Senegal, the Rector of the University Senghor, and the President of the International University of the Sea, will be awarded to participants who have successfully completed the training and validated the 12 necessary credits.

Introduction Unit (1 credit)

• Project management and prospective.

Unit 2 (2 credits)

• Blue economy: general aspect.

Unit 3 (2 credits)

• Transversal issues of the blue economy: sustainable management, security, digital.

Unit 4 (6 credits)

• Technical aspect 1: maritime strategy and governance
• Technical aspect 2: marine and maritime law
• Technical aspect 3: fishing and aquaculture
• Technical aspect 4: goods transport, maritime law, and insurance
• Technical aspect 5: ports and shipbuilding
• Technical aspect 6: oil and gas, energy transition
• Technical aspect 7: tourism and passenger transport.

Unit 5 (1 credit)

• Face-to-face application seminar and group projects.

Tuition Fees

The registration fees amount to 500,000 CFA; they are to be paid to the National Center for Training Technicians in Fishing and Aquaculture (CNFTPA) in Dakar, Senegal.

Calendar and Selection Modalities

The files of applications are selected as they are received, and registrations will be closed as soon as the number of confirmed registrations is reached (maximum 35).

• Opening of application deposits: October 5, 2020
• Deadline for payment of registration fees: upon receipt of the pre-admission notice
• Closure of registrations: once the number of places is reached
• Official launch ceremony: December 17, 2020
• Start of classes: February 1, 2021
• End of classes: April 25, 2021
