The university, officially licensed by the Ministry of Higher Education and Scientific Research, is a private educational institution. It began its activities in 2004 as the University Institute for Medical Specializations and later added the name "Al-Hikma College" in 2007 for technical and administrative specializations, licensed by the Ministry of Public Health and Population and the Ministry of Technical and Vocational Training, respectively.
