Program Overview
The Advanced Program for Outstanding Government Performance is a specially designed program for promising leaders and cadres in government agencies. The program is presented by a elite group of professors and experts in public administration from the Arab and Islamic worlds.
Program Objectives
The program aims to:
- Enable leaders to adopt effective leadership practices to lead government transformations.
- Develop skills in scenario analysis and dealing with uncertainty to forecast the future.
- Enhance the culture of innovation within government institutions to achieve institutional excellence.
- Raise the readiness of institutions to adopt digital transformation and improve operational efficiency.
- Utilize artificial intelligence as a tool to enhance institutional performance and achieve strategic goals.
- Build an integrated approach that links leadership, forecasting, innovation, and modern technologies.
- Improve productivity and quality of performance to achieve exceptional results in government work.
- Support institutional sustainability through innovation and digital transformation.
- Enhance decision-making skills based on analysis and smart technologies.
- Make radical changes in policies and services to build a smart and competitive government.
Program Structure
The program consists of five main areas of competence:

Program Schedule
The program is scheduled to take place from December 21 to 25, 2025, in Madinah.
Target Audience
The program targets leaders and promising cadres in government agencies with more than seven years of experience.
Admission Criteria
Admission to the program is subject to the evaluation of the Admission Committee of the Madinah Institute for Leadership and Entrepreneurship.
Tuition Fees
The program fee is $4,350, excluding accommodation and airfare. A 10% discount is available for early registration, and an additional discount is available for groups.
Cancellation Policy
In case of cancellation or transfer of registration, the participant must notify the Executive Education Department at the Madinah Institute for Leadership and Entrepreneurship. The cancellation policy is as follows:
- More than 30 days before the program starts: full refund
- 20-30 days before the program starts: 75% refund
- 7-20 days before the program starts: 50% refund
- Less than 7 days before the program starts: no refund

Certificate
The program is accredited by the Chartered Management Institute (CMI) and the Institute of Public Administration at the University of Missouri, USA. Participants will receive a certificate upon completion of the program.
