Program Overview
The Program for Human Resource Development in the Petroleum, Natural Gas, and Biofuels Sector (PRH-ANP) is a management tool implemented by the National Petroleum Agency (ANP) since 1999. This program aims to execute public policy as outlined in the Petroleum Law (No. 9,478/1997), which encourages research and the adoption of new technologies in the petroleum, natural gas, and biofuels industry.
Program Phases
The PRH-ANP has undergone two phases. The first phase, which lasted from 1999 to 2018, achieved significant results in terms of its objectives, including the formation of specialized labor for insertion into the job market and the development of new research for the sector regulated by the ANP. The second phase, which began in 2019, involves the selection of 55 programs, with the expectation of granting 880 scholarships per year. The budget for this phase is estimated at 220 million reals over five years.
Project Details
In the second phase of the PRH-ANP, the School of Chemical Engineering at the University of Campinas (FEQ/UNICAMP) was selected to conduct Project PRH-ANP 29.1, titled "Production Technologies and Processes for Petroleum Refining." This project encompasses current themes related to the production, transportation, refining, and processing of petroleum and natural gas, as well as their application to biofuels and other renewable energy sources.
Research Areas
The project focuses on several key areas, including:
- Numerical modeling and simulation of flows and refining processes
- Determination of thermodynamic properties and equilibrium conditions of petroleum fluids
- Petroleum valuation
- Study of energy efficiency and energy sources
- New solvents and advanced process control strategies
- Risk assessment and prevention of process safety accidents
Manual for Users
The manual establishes the basic criteria and guidelines for the execution of the PRH-ANP by educational institutions. It covers financial expenses (scholarships and bench fees), productivity evaluation, and the management of programs by their governing committee.
Financial Resources
Financial resources are allocated for the funding of scholarships and bench fees, with the latter being made available to each program in proportion to 30% of the scholarship value. The funds are contributed by oil companies and managed by the Funding Authority for Studies and Projects (FINEP).
Active Programs
The selection of higher education institutions was based on Public Call Notice No. 01/2018/PRH-ANP, which resulted in the classification of 55 higher education programs distributed across 26 educational institutions in 13 states. The selected programs remain active as long as they meet all the criteria established in the User Manual, achieve satisfactory performance in periodic evaluations, and have sufficient financial resources.
