University Program Information

The Local Technical Assistance Program (LTAP) is a cooperative effort between the Department of Transportation and Development (DOTD), Federal Highway Administration (FHWA), and Louisiana State University (LSU). The program aims to stimulate the progressive transfer of highway technology through training, workforce development, and technical assistance.


Program Overview

LTAP is one of 58 centers networked throughout the United States, leveraging the expertise and resources of its partner organizations to benefit local transportation and public works agencies. The program offers a range of services, including training, technical assistance, and workforce development.


Training Programs

  • Roads Scholar: A training program offering various courses, including:
    • Roads Scholar #6: Heavy Equipment Operations Safety and Preventive Maintenance: Scheduled in multiple locations, including Mandeville, Gretna, Baton Rouge, Lake Charles, Lafayette, West Monroe, Minden, and Alexandria.
    • Roads Scholar #13: Inspection of Local Bridges: Coming soon.
  • Local Public Agency (LPA) Training: Offers courses such as:
    • Construction, Engineering, and Inspection (CE &I): Coming soon.
    • LPA Qualification Core Training Module: Coming soon.
  • Safety Training: Includes courses on:
    • Chainsaw Safety, Precision Felling and Maintenance: Coming soon.
    • OSHA 10-Hour Construction with emphasis on Roadway Construction: Scheduled in Baton Rouge.

  • Topics of Interest: Covers subjects such as Chainsaw Safety, Complete Streets, Connected and Automated Vehicles, COVID-19 Impacts to Local Agencies, Emergency Preparedness, Road Safety, and Traffic Engineering.
  • Initiatives of Interest: Includes initiatives like Destination Zero Deaths, Louisiana Watershed Initiative, and Innovation Exchange Webinars.
