Program Overview


Introduction to the Program

The Program of Public Management for Economic and Social Development (GPDES) at the Federal University of Rio de Janeiro (UFRJ) was conceived to address the challenges faced by Brazilian public universities in responding to the demands of a rapidly transforming society. The program aims to provide a pluridisciplinary education, combining social sciences, economics, administration, and law to equip students with the skills necessary for the elaboration, implementation, management, monitoring, and evaluation of economic and social development policies, plans, programs, and projects.


Objectives of the Course

The objectives of the GPDES program are:


  • To form public managers capable of developing, implementing, and evaluating policies, plans, programs, and projects in different scales and sectors.
  • To provide a solid pluridisciplinary foundation, including economics, social sciences, administration, law, and urban and regional planning.
  • To enable students to engage in participatory processes and interact with civil society, promoting the democratization of institutions and government actions.
  • To qualify students for research, analysis, and diagnosis.
  • To prepare students for professional and civic practice, guided by ethical values and a public spirit.
  • To form public managers who can lead and support processes aimed at improving public administration and promoting social justice and human rights.

Profile and Competence of Graduates

The GPDES program will form bachelors in Public Management for Economic and Social Development with one of two emphases:


  • Public Management for Economic and Social Development Emphasis on Public Sector Management
  • Public Management for Economic and Social Development Emphasis on Third Sector Management

Graduates will be professionals with a pluridisciplinary education in applied social sciences, qualified to contribute to the improvement of public action, participate in and lead processes of policy conception and implementation, and work in the management, monitoring, and evaluation of public practices and interventions.


Competencies and Skills

Graduates should possess the following competencies and skills:


  • Recognize and define problems, propose solutions, and conduct participatory decision-making processes.
  • Produce social analyses and diagnoses at local, regional, and national levels.
  • Analyze the legal limits and possibilities of government and non-governmental actions.
  • Contribute to the conception and elaboration of legal norms and regulations.
  • Elaborate and analyze budgets and financial reports of public and non-public organizations.
  • Monitor and evaluate public policies, plans, programs, and projects.
  • Participate in the creation of public communication programs.
  • Develop expression and communication skills compatible with professional practice.

Graduation

The GPDES program is a vespertine
octurnal course with classes from 13:30 to 19:10, held in the Faculty of Letters building at the University City Ilha do Fundăo. The program offers 100 vacancies per year, divided into two semesters of 50 vacancies each.


Graduation in Public Management for Economic and Social Development

The GPDES program was created in 2009 and received its first class in 2010. Its central objective is to form public managers capable of elaborating, implementing, managing, monitoring, and evaluating economic and social development policies, plans, programs, and projects in different scales and sectors.


The program's pluridisciplinary approach is based on a pedagogical and epistemological conception that integrates social sciences and applied sciences. This approach is naturally situated in the Center for Legal and Economic Sciences (CCJE), which is the primary location for applied social sciences in the university.


By integrating teaching, research, and extension, theoretical and practical formation, the GPDES program expresses UFRJ's commitment to contributing to the formation of professionals dedicated to building a republican, democratic, and just state, administration, and society.
