Program Overview


Customs and Excise Continuing Education

The Customs and Excise Continuing Education program is designed to provide advanced training in customs and excise procedures. The program consists of several modules, including the Advanced Programme, Basic Programme (English taught), and Basic Programme (Dutch taught).


Advanced Programme

The Advanced Programme is a comprehensive module that covers various aspects of customs and excise, including:


  • Customs Taxable Elements
  • Customs Debt and Litigation
  • Export
  • Excises
  • Special Procedures
  • Import
  • Customs Compliance, Strategy & Environment

Target Audience

This advanced module is designed for participants who have already completed the basic programme (English and/or Dutch) or have equivalent experience.


Course Information

  • The module consists of four and a half days of classes.
  • Classes are taught in English and involve a high degree of interaction.
  • Participation in the exam is only possible after meeting the minimum attendance requirement of 75%.

Exam

The exam will take place on the Stadscampus, University of Antwerp. Foreign participants have the option to take the exam online.


Competence Level

This advanced module is designed to ensure participants achieve an advanced level of competence (Level 2 of the EU Customs Competency Framework).


Course Material

Digital course materials, including PowerPoints and court bundles, are provided through the university's electronic learning environment.


Location

The program is held at the UAntwerpen Stadscampus, Prinsstraat, Antwerp.


Tuition Fees

The tuition fee is 2180 EUR, which covers registration, study materials, exam, catering, and lunches.


Registration

Registration is done electronically, and the registration fee must be paid within 30 days of receipt of the debit note.


Recognition

The training is eligible for the Flemish training leave and training cheques, and is recognized by IBJ for 27 points (continuing education) and ITAA.


Lecturers

The module is taught by a team of lecturers with relevant expertise from the academic world, the government sector, the private sector, and the legal profession.

The program includes the following sessions:


Day 1

  • Session 1: Cross-border trade in goods: the relevance of export from a customs, excise, and VAT perspective
  • Session 2: Export and exit out of the customs territory of the Union: general principles and formalities

Day 2

  • Session 3: An introduction to export controls and sanctions
  • Session 4: Export controls and sanctions: the US perspective

Day 3

  • Session 5: Export controls and sanctions: an European comparison
  • Session 6: UCC Reform

Day 5

  • Session 9: Export credits. Towards an EU belt and road? An opportunity for European exporting companies
